Sir,

I have the honour to confirm my telegram of

16th August on the Chinese Extradition Ordinance and in this

connection to enclose copy of a letter from His Majesty's

Consul-General, Canton, offering certain observations on the

legal difficulties involved in extraditing fugitive Chinese offenders from this Colony to China, together with a copy of my reply thereto.
